In reports, within a Text Area, there's the option 'Stretch Height to Parent's' and 'Pin to Bottom' under the Sizing heading. What exactly is this for?

These options may not appear depending on the kind of element you have selected. For instance, pin to bottom applies only to one strip element per body, and it tells the strip to stay attached to the bottom of the body. It can be used to create summary tables, etc. that always appear at the bottom of a report.

Stretch height to parent is an option that tells an element to extend downward to fill the height of its parent element. This could be used if you're not sure how "tall" an element is going to be, for instance, but would like the whole thing to appear as one solid colour, or have text in the vertical center of it, regardless of its height.
