Can Billings calculate quarterly tax collected, as well as year to date and annual taxes collected?

Yes it can. There's a built in Report under the Invoices tab called "Taxes Collected". Pick a start date and an end date and it will list all the taxes collected during that period. Just change the start and end dates to reflect quarterly, year to date, and annual.
