Is there any possibility to do this from the dock? Or some other automated way?

Any help would be highly appreciated!

You can do it from the command-line as well (which is what that contextual menu covers). I'm not aware of any other technique.

will it become possible to change the language settings in the preference pane of billings? so you have to set the preferred language only once?
