I used to use act and I remember being able to produce a template with a subject line and a message. Then I was able to click and add any address to that template. I have not upgraded to the new daylight and have version 1.8. I also have it linked with IMAIL.

You can use the letter templates in version 1.x and version 3 to do this. When the merge panel appears you can choose to email right away or open in mail.
